For anyone who has this error, this is the fix. I was scouring the net for a while and didn't have any luck, so here is how it went down.
So I was trying to fix this error on my server. I was trying to access some PHP code to create new tables, and I kept getting this error:
Forbidden You don't have permission to access /myFile.php on this server. Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
So I finally got it cleared up with the HostGator live support by asking them to add some of the mod rules "add following rules [1234234,340151 ] to mod_security for www.HelpMe.net / Please whitelist for the domain.
Here is how the chat went down:

and you had a permissions issue on the files on your account that I corrected for you

PHP stuff
(7:54:24 PM) HelpMe: I run alot of PHP stuff on here and will be running lots of tests so if there is
anyway for hostgator to keep me allowed to do stuff, that woul dbe good.
